The Systems Engineer will support the Sponsor’s Office that is responsible for increasing the return on investment by focusing on strengthening sponsor records and classification management systems and improving the consistency and efficiency of release activities. Increasing over the past year, the office has been asked to tackle increasingly complex data management challenges. To support this evolving mission, the office is conducting technical development efforts and actively rolling out an increasing number of technical solutions to a wide range of stakeholders and users. A Systems Engineer is needed to support efforts to ensure technical capabilities meet operational readiness requirements for the sponsor’s global Information Technology (IT) infrastructure as it relates to Risk/Issue/Opportunity, Configuration Management, Readiness, Life Cycle, Requirements, Schedules, and Verification & Validation Testing. Responsibilities include, but are not limited to:
Partner with sponsor’s IT staff to provide vital data and programmatic rigor which will allow for informed prioritization, orchestration and drive to move projects and programs to success, completion, and transition to Operations and Maintenance (O&M).
Assist sponsor’s IT staff with delivering rapidly evolving, secure, resilient systems at scale.
Assist the sponsor’s IT staff drive automation to new levels, improve IT management, delivery customer portals, and streamline application services.
Identifying duplicative capabilities, gaps, critical activities, candidates for scaling to enterprise-level, streamlining opportunities, efficiencies, and overall areas for improvement.
Defining requirements, identifying issues affecting end-to-end performance of enterprise level IT systems, provide engineering support to system-testing and modeling efforts.
Assist in the development and deployment of strategic IT solutions.
Support the analysis and determination of risk monitoring and management strategies.
Evaluate and recommend improvements for interoperability within IC systems, and support collaboration with IC partners.
Review and assess impact of proposed changes to current systems.
Work with business and technical partners to deliver robust systems that meet stakeholder needs.
Deliver creative and innovative solutions to emerging requirements.
Assist the sponsor in operating and maintaining an improved program to monitor and manage all installed systems and infrastructure.
Deliver systems in alignment with applicable data, architecture, and engineering policies, standards, and practices.
Evaluate the existing systems and provide technical consultation to the IT staff.
Oversee the development of customized software and hardware requirements.
Bachelor’s degree in Engineering (any engineering discipline), Computer Science, Information Technology (IT), Project Management or any other technical degree; or commensurate experience (3 years).
10 years’ experience with three in the IC.
Demonstrated knowledge of software development practices.
Experience with AWS services
Experience translating requirements into software solutions that involve interfaces and supporting repositories.
Demonstrated ability to explain technical issues clearly/accurately to technical/non-technical audiences
Demonstrated ability to work in a collaborative team with adjusting priorities and deadlines
Experience using the MS suite of tools
TS/SCI with poly required
Master’s degree in Computer Science, Information systems, software engineering or related degree program preferred.
16 years’ experience, five in IC
Demonstrated experience delivering Information Technology capabilities to the US government
Experience working as part of an agile team, utilizing Kanban and Scrum best practices.
